Developing a mod isn't always that easy. You have to watch out for many many different aspects.

But first, tell us about the game you wanna mod!

What Phoenix said. Almost every game is modded in a completely different way so you need to tell its name first.

Some games offer modding tools officially, such as Bethesda games (at least some of them?) whereas some other games have modding tools made by communities.
If you are unsure about a particular game, just google "*Game name* mod tools", you can also see if that specific game has mods already, if it does, just learn how they were made (or you can ask about a specific game on Moddb).

It is also worth noting that some games are unpacked, meaning that you can easily modify its files and create "mods", otherwise there are many general data unpackers/packers around, such as "ExtractData" that does the job, granted they do not have particular packing methods or extra layers of protection.
