It's Eddie! Like the MegaMan games, he gives powerups.
He either runs to you in some stages, or he stands around waiting for you to reach him. Eddie gives you either a fixed powerup in a stage or a random one.

heh, i was hopin for a dbz type fusion like on newgrounds
This is a video game only crossover. DBZ would be cool, but it would be impractical from a gaming standpoint.
