Change notes:
- Added drag-to-pan on the main map. Must not have a unit selected, be assigning city destinations, or be editing the map.
- Moved "Fast Start" days remaining display to map overlay
- Changed Modern Military Submarine attack effect to "Explosive"
- Fixed Feudal Fantasy Siege Tower behavior; will now board transports and approach cities.
- Tweaked AI construction behavior to take better advantage of Advance Production
