Not sure what to put here, I don't create mods that much. Starting with the basics: I'm a college student in Ohio who plays video games more than is good for me. I am certainly NOT a programmer or developer of any kind. In general, what I look for in a mod (or a game, for that matter) is lore-friendliness, good writing, and sometimes just beautiful graphics. Right now, I'm working on getting back into S.T.A.L.K.E.R.: Shadow of Chernobyl. Other games I enjoy are Skyrim, the Half-Life series, Prototype, and the Mass Effect series. My worst enemy in a game is poor writing; it doesn't matter how good the graphics, mechanics, or ideas of a game are, if the story and characters suck, then nothing can fix the game. The best games don't just challenge your speed or your planning; they force you to question your own ideals and choices, criticizing the political landscape and the human condition. In this way, a good game is no different than a good book or movie.
