Vic2 to HOI4 converter for Civilization World mod file

This is pecial build of Vic2 to HOI4 converter. This one needs for the converted Vic2 save from Eu4, and will do the same, as Eu4toVic2 one - transfer flags, colors, cultures (as ideas) and will generate special focus tree branch for the major powers, depending on political situation.
