-added more peace options (relating to peace costs) to the CBs.
common\countries.txt:
-changed THE to THO.
common\country_colors.txt:
-changed THE to THO.
common\cultures.txt:
-fixed a bug in a dynasty name.
common\governments.txt:
-added stability cost and golbal revolt risk to all governments that did not have those effects. this represents how hard it is to control the population for that government type.
common\policies.txt:
-added stability cost to centralized, and reduced stability cost and RR for decentralized.
-organized the effects into good and bad sections.

-added some revolt risk values.

-all HRE decisions now require 50 II, catholic religion, and good relations with the papal state OR curia control.

-removed two events and overhauled some others in order to optimize the event chain and hopefully fix jaimaca bug.

-settlement policy will now be removed from new_world or african tech groups.

-added modifiers to the benign neglect event and increased the MTTH.
events\TN HRE.txt:
-merged the HT HRE.txt events into this file.
-renumbered all HT HRE events.
events\TN Leaders.txt:
-added more modifiers in order to make more generals appear under the right situations.
-it is now possible to get more than one leader for each type via leader events.
-generals do not cost as much army tradition via the general events.
-leader events now have a small chance of giving decent or better leaders no matter how much tradition a nation has (based on suggestions by Mooncabbage).
