I Have downloaded this , but it doesnt work
got an error on my computer and laptop

Make sure no power saving features are disabling DirectX 11. Some Acer laptops does this for example.
To make sure that your graphics card supports DirectX 11 you can use a program called GPU-Z. Techpowerup.com . Its just an executable file and needs no installation. When started, look for the field 'DirectX Support'. If that says 11.0/SM 5.0 you're good to go.
I get this error as well, I believe you have to install SP2 (Service Pack 2) on your machine to be able to have the full installation/libraries of DirectX 11, required by the game.

im using windows 8 on my laptop , windows 7 on my desktop , what sp2 i must install ?
Google it, Microsoft Service Pack 2, your PC may come with it. I am not sure.
Also make sure you have DirectX 11 installed
my laptop already installed directx 11 :\
i dont know why it doesnt work :\
