lol no, its a completely different engine. first off, to make maps for games, you need there SDK ( Software Development Kit ) which they usually provide for each game they ( game maker company ) make. Sometimes they don't. For Call of Duty 4, there is a SDK. same with World at War. But, For Modern Warfare 2, there is no SDK, therefor you cannot make map mods for the game. Now, i have not played Black Ops for PC, but there was a interview where someone working for Treyarch ( the company who made black ops ) and they said that there were going to be dedicated servers. now theres 2 types of servers, there matchmaking servers like in most console games and some pc games, like in modern warfare 2, where the game chooses a server for you,which means no mods, and theres dedicated servers, where you choose the server, which is normally hosted online off some website somewhere. that means you can have mods. so there should be a sdk for black ops. now, a SDK is NOT a game engine. a Game Engine is what you create the game on. a SDK, is a editor, where you can edit things in-game. it is not possible to make maps, on a game engine, for another game using a completely different engine. hope this helped =P
