There is no tutorial shipped with the game. But there is a beginner tutorial that you can download.

In the game:
1. Click on Play scenario
2. Click on Check Online Content
3. Search for "Beginner Tutorial"
4. Download the scenario "Beginner Tutorial"
5. Close download window
6. Select "Beginner Tutorial" in the list of installed scenarios and click on "Load"

Now follow the in-game instructions in the tutorial and it will teach you how to play the game.
