A missing Binkw32.dll file indicates that you have not installed Mental Omega in the correct directory. We cannot guarantee that the mod will work with pirated or repacked versions of the game.
We don't plan to make translations for BR1 at this time, but rest assured we will contact you once we start work on translations!

Rest assured, quite a few of the Tsivil's lines made it back into the Tigr. Some of them were too good to waste. :)
Reinstall MO in the same directory as your RA2/YR.
It's best to keep MO 2.0 and 3.0 separate. If you want to play both of them, consider making a copy of your RA2 folder.
Make sure to install the game in the same directory as your Yuri's Revenge and Red Alert 2.
That still sounds like you're using application recording instead of window/screen recording. What are your current settings for your OBS scene?
Camtasia Studio should be able to work, though I think Speeder will be able to help you with that better than I can.
The game engine is very old, and won't work with all video capturing software. I recommend to use capture software with the monitor as the source, NOT the application itself.
The blittercrashes aren't related to the specs of your PC as far as I know. Most modern-day PC's are powerful enough to play Mental Omega since it only has slightly higher requirements than the original Yuri's Revenge.
1. The AI doesn't have to respect the tech tree. It never has. This will hopefully be fixable in the future.
2. This was used to indicate that the clones were just that: clones, and not the original. This has been removed in BR2 because elite and veteran chevrons are no longer visible to enemies.
3. This was done due to balance reasons.
4. This is due to the way the game awards experience to units. This will be fixed in the future.
5. Design choice. Soviets have always been very vehicle-oriented. Same reason why the Allied have Medics.
6. Check the website at mentalomega.com in the units section to see how you can build secret units!
7. AI doesn't always play nice with stealth 100% of the time. Improvements to stealth will be coming with BR2.
8. It's currently impossible to get starting veteran naval units. The only reason it was possible in 2.0 was thanks to faction advantages.
I'm afraid there's no real solution for blittercrashes.

If you downloaded binkw32.dll somewhere, you've done it wrong. The binkw32.dll error means you didn't install the mod in the same directory as RA2/YR.
Download the soundtrack and place it in the installation folder.
Install the mod in your RA2/YR directory.
When you install RA2/YR, the installer will show the directory path at the end.
Depending on what version of the game you have, the default install directory might differ. Do you have The First Decade, or the Ultimate Collection? Did you get the game from Origin?

You cannot have both versions of the mod installed on the same game.
If you want to play Mental Omega with a VPN, you'll need to use the "Play Mental Omega" button in the game launcher.
Extract it to the same directory you installed Mental Omega to.
Select an infantry, click on the Catastrophe Tank.
There's no fixed date yet, but it is planned.
