depends on where you want to take the story.
maybe nobody does enough for the mutants, so they make their own faction.
maybe experimenting with military AI goes without any ethical oversight and we get a wild CABAL.
maybe both factions experience attacks by multiple mysterious weapons and blame each other on them, but in the end find out it were Scrin all along.
the other options are 13 days too late, i think :D

huh. on one hand, the new ones fit in much better. on the other, the old ones might be made from a slightly different material in-universe - probably to enduring moving water for longer.
