Not a bad suggestion, but: Making tier 5 protocols cost 5 points, given the current rate of point accumulation, would ensure no one ever uses tier 5 protocols. And if you want to rebalance the point accrual rate, it would make the lower tier abilities too easy to get. It's too much work to make it balanced, I'd rather he spend his time on something more impactful.
