Now that that's out of the way: First, download 7zip, it's free. Next make sure that your documents has a folder called "Red Alert 3" and in that folder is a folder named "Mods".

Download the file from up above. Then, open up 7zip, find the file you just downloaded, and extract it with 7zip. Move the extracted file to the Mods folder.

Insert the RA3 disk, and instead of clicking play, click "Game Browser". The mod should be under the Mods tab.
