Finally got it to work. It seemed running the exe in compatibility mode for Windows 7 made it run fine. (I am on Windows 10).

Looks like the exe no longer works. Is there anywhere online where one can download the files directly?

Removing the background from the windows is a really nice change. I figured something like that was possible from playing HOI3's BlackIce which did a similar fix, and I noticed the possibilities when I was making the Victoria 2 Cursed mod. I wouldn't be surprised if all the big mods will soon take that idea and add it themselves. Such a nice little change.
