It depends on what kind of mod you even want to create and for what title too.
If it's for Half-Life 2, then you can start by looking through the tutorials at Indiedb.com.

Update: So yes if it wasn't obvious then, I sort of explained now...
thank you. i'll look into those. and this mod I wanted to make is from my point of view as if I was a hl2 rebel that was turned into combine like the hl2 mod from combines. I've been writing a story for the past year.
