PP light shafts actually makes sense if it is foggy. Your Eye reacts like a lens of a camera. You will see light shafts almost like you see it in a pp effect. Light shafts like in this scenes are also logic compared to real life, because then they will show up when there is a lot of dust in the air or when it is foggy.

$20.000,- isn't that much people... An average person makes that amount of money each years. I don't know how many people are working on this, but if there are for example 4 people involved, they can only work for about 3 to maybe 5 months on this.

It's not just normal mapping, it's also parallax occlusion mapping. Normal mapping puts a shadow on the surface based on the position of the lights & normal map. With parallax mapping, the surface gets duplicated a number of times and are cut off based on a height map.
You can see this really well in the picture Gavavva posted in the comment. The side of the bricks look stretched because it are duplicated pixels.
Love the sniper and pistol very much :). The other weapons need a bit more low poly detail.

It suddenly feels like a good time to reinstall Half-Life 2 :)
The smoke looks ok, but you really need to make the explosion effect bigger and quicker. The explosion of a fragmentation grenade is quick and bright. What would help is adding a dynamic light to the effect that quickly turns on and off.
This looks sweet. What's the technique behind it? Normal mapping?
Looks cool, but you could use more decals and props. The textures are dirty, but it looks to clean.
It's UDK not UT3. Biggest difference is lighting engine.

That looks like it's using screen space ambient occlusion, is it?
You should try painting some highlights and shadows into the texture itself.
The snap itself is a little to slow for breaking a neck, but overall it looks very nice.
