Well. Over a brief review, it seems quite good.
I like the HUD changes; they could use a little work, but have a much better feel than the original HUD.

I didn't get a chance to check out the new tanks you seem to have added, looks promising though.

I suggest you improve the description of this download though, as I had to download it to see what you added.

You might also want to try moving it to the mod section as it is adding more than one thing.
Mods that only make changes to one thing or very few things are alright in the download section.
Because your mod makes changes to quite a few things it will fit best in the mod section.

You should also try get some images up so that people can see the content of your mod before downloading.

I saw on the mod page that he had to program the 3D files, I don't think I could do that.

Do you want to change the transparency, or add transparency?

Also, you said you're using MS Paint, did you try use this for the transparency?
If so, I don't think MS Pain supports transparency. I might be wrong.

Otherwise you can look into software like GIMP or Paint.NET, they're both free, and will probably be pretty useful for you.

A tiny bit in programming (HTML, and I know the BT2 coding, at least I used to)
and I can do 3D modeling. (Sketchup, 3ds Max, and terrible at Zbrush.)

My 3D modeling is moderately good, I don't know where to rate it, but I can't do organic things (Trees, living beings, or anything smooth-like)

The game Borderlands has pretty interesting weapon fire sounds. Some shots seem to differ from the rest in automatic, and gun won't just recoil upwards.

Unless those birds are close, that citadel does seem pretty small.
Try making them smaller, so it will seem bigger.

You should make a character that can lay mines, turrets, or things like that.

The biggest fault lies in the fact we can't have completely custom 3D files for the tanks.

We can have custom files for the static objects (like the repair garage thing)
But the game still crashes if I try use a 3D file for the tanks.

I sent him a message a while back, I haven't had a reply. Although I have spoken to him before.
