seen your question on TI. The normal difficulty is what you're looking for. Change the values of that it wont affect the AI. its some weird TS stuff that normal difficulty settings are actually human settings while easy and hard are AI.

many thanks for reporting will fix this for next version.
You can fix by yourself by looking for this in rules.ini:

SavourDelay=

and change its value to SavourDelay=.1
