While you are waiting, I'd highly recommend the CWE mod, which recently added in a 1992 start date. It's very well done and I'm using it as a basis for this mod.

Gonna be doing some heavy work tonight, hoping to push this along...looking at a end of year release right now folks, though a demo version sooner is possible. Currently we are on internal version .05 "Jet" which is not yet functional, and is missing many graphical resources. Tonight I hope to remedy that and get a ton of work done of the graphical side of things. We aren't going to be just largely working on lore any more...

That's what I've ended up doing. I'm importing fallout 3 assets into blender and converting them into the appropriate format. Your ideas regardining a cultist or colonialist faction is interesting...I will definitely pursue that idea once I have created the base factions.

Yes, the fallout universe provides a lot of room for development of a unique lore. Feel free to hit me with any unique ideas of your own. Whether that be a weapon, faction, or concept you’d like us to explore in the mod

Unfortunately yes, I doubt they’d give permission. There was actually a Skyrim mod for this game that was taken down because models were borrowed from ES. I'll give asking them a shot though. Maybe if I buy Skyrim on every platform and every special edition Todd Howard will let me use some of their assets.
