The agument about whether radiation would still be there is irrelevant, the fact is that nuclear radiation does not kill grass and trees. Long term studies in Chernobyl and the surrounding areas have proven that flora remains largely unaffected, with only minor mutation. In fact, Bethesda stated that they knew there would actually be green grass, they just decided to go with the brown look to keep with the atmosphere of the original Fallout. For the sake of realism, including green flora is entirely justifed.
