I've released a new 2D graphics engine aimed to the creation of retro/classic style 2D games:
Tilengine.org

Its distinctive feature is that it's a scanline renderer that works in a similar way to the video chips found in 2D arcade boards, with native support for doing raster effects and all sorts of tweaking on a per-scanline basis.

The engine is fairly complete but I have many ideas and improvements in case there is some interest on it. The website contains some examples with source code, documentation, downloads, development blog...
