You cannot. MCPE and EMHQ are mobile games, it's impossible to mod EMHQ.

Most Emergency 5 Vehicles don't have interiors, so the developers decided to make the windows black.
And Yeah they have interiors in the Media Photos on the WoE Site but that's more of a up close and personal version.
Emergency 5 is a Real Time Strategy where you command departments and complete missions and stuff.
And you can see i nthe preview above that the water tender, RTW, NEF, and the Tow truck have no interior, resulting in black.

Also the Emergency 4 Part of this mod requires EM4 Deluxe Edition (which is $17.99)
The two versions don't actually put new stuff i nthe game like commands and stuff, this is more of a texture pack replicating EM5 Vehicles and characters.

It's a texture pack. There isn't really new updates like campaign stuff.
I'm currently working on this part of Emergency Cause It's more Like Emergency 5.

can you don't something that isn't textures, like doors, different hcz hallways and model n stuff.
