As a person playing with maxed out settings, this doesn't look like it, I'd even say far from it tbh.
Most likely around med-high in this screenshot, I'd guess. Ultra doesn't even look anywhere close to as smushed and doesn't use low resolution textures such as these. The effects kinda look odd as well, not sure if that's the graphics settings or just me tho.

Do they fire in volleys or continuously? I think volleys would fit(and look)much better tbh.
I think that the serial killer shouldn't really hunt, but instead plant traps for the player to fail. It would help if we(I) could know what kind of serial killer he/she is. Like, is the antagonist similar to Anothony Hopkins in silence of the lambs, or what? How does he kill the previous people, is he calculating, paranoid schizofrenic, upset, depressed, manic depressive, manipulating, etc.
It's all really about understanding the man behind the "mask" so to speak in these senarios, it gives the game so much more depth and immersion when you tailor the experience to seemingly small details like this.

It's not a full game, there's several missing features that needs to be added, there's several placeholders within the game's art/graphics, several glitches, AI limited and needs improvement, settler management needed, etc.
The game is fun and fully playable for the most part, yeah, but far from finished product.
I just wanted to tell you how excited i am for this mod, and that i can see how much love and work you've put into this project.

If just a single problem, even if as big that you had, makes you give up on your whole project, then you can't really be 100% serious about your projects. And if you aren't 100% serious, the project will almost always fail.

You're borderline delusional, and if you keep this viewpoint on your project, you will ultimately fail. Instead try to focus resources on what you CAN do, and place REALISTIC goals. These grandiose delusions won't benefit your project in any way, so try to be more realistic.
