It appears he was correct. The game includes a level editor according to ValuSoft's website from 2004.
The level editor is built directly into the game itself and there's a tutorial on how to use it located in Battle For Troy\tbd\custommaps

There is now a NAD importer and exporter included with the plugin. It also supports animation tags.

Yes. There's a few mods that did this like E-Mod.
Theoretically yes. A few mods like E-Mod did this with existing models so it's just a matter of doing it in Java.
There is no 3dsmax plug-in im aware of for VTMR. All the custom player skins used Milkshape. You can use Blender nowadays using a method i created here.

This allows you to import and export static and rigged meshes. The only thing it doest support is exporting animations.
Ive had a lot of ideas for a Tzimisce themed total conversion of VtmR however I would need custom animations to properly do it. And until I can find a programmer willing to write an export plugin I cant do those.
Javokis is very hard to get ahold of and doesnt answer questions about Vampire the Masquerade Redemption. Believe me I've tried.
I don't just want to preserve old guides but also write new ones where they don't exist. Another issue is the guides that were written for older titles were confusing or lacked things like screenshots. So I want to not just provide a hub of easy to access documentation, but also make the quality of the documentation better than it was during the "good old days".
