Heh. This is kind of a late reply but, in order to play as the other Tribes you would have to play online or make a map that has the Player as one of the other tribes. To play online, there are many launchers and services STILL active for Populous. Such as Popre.net
To make a map, again there is a tool. I posted it on the Populous page here on Moddb, all credits for it goes to ALACN.
