This looks brilliant. The RA3 Atmosphere is definitely better aligned to the one seen in Generals.

This looks great. Although I think its a tad to dark, the lighting really changes the atmosphere :) (In a positive way).
Not only that, it sounds great also. Is the background music featured in the game itself similar to that used in the launch trailer?
It's hard to tell what could be the cause, you could try reinstalling and re-patching. See if it works. If not, Try the other suggestions again. If that still doesn't fix it, use Google.
Are you running the 64 Bit Version? Not sure if there is a similar problem with the 32 Bit, however, this may help either way:
