Roblox is all very well, and has it's own good and bad points, however is still quite different to this.
TOB is ALL free. You don't have to buy outfits or whatnot, as Roblox motivates it's users to do.

It's in torque format, which is .dts.
There is a Blender plugin for it, and several other mainstream modelling tools export straight to it.
Other things, like Lightwave Objects, Wavefront Objects, etc, can be imported into Blender first, and exported as .dts.
The basic controls for the game are as follows:
-W,A,S and D to move around, and mouse to look around.
-Keys 1 to 9 are for selecting brick lists. Bricks are contained in 10 lists, and these can be viewed at the base of your screen. You can cycle through the list with the scroll wheel on your mouse, or by repeatedly hitting the list's number.
-When you have the brick you want selected, aim and click where you'd like to place it. NUMPAD Left, Right, Up and Down, + and 5 control the brick's placement, and height, respectively in the 3D space (5 and + controlling height).
-NUMPAD Enter creates the brick you have chosen once you have placed it where you want.
-Q is for the spray can, for paint, and will be colored the color of paint you are using. Use alt+q (Or ctrl+q for some) to select paint colors. These apply to bricks you are choosing, and you can paint placed bricks too.
-E is the edit stick (alt+e/ctrl+e for ranged), and is used to make changes to existing bricks. Whack a placed brick with it and you can move it around using the aforementioned movement keys or edit it with the special options menu.
-Alt+enter (or ctrl+enter) toggles fullscreen.
You're just about set for basic use. You can find help ingame for more advanced controls or to review these with F1. If you need more help, you can ask over ingame IRC, or at the forum!
