That's actually because every font uses same resolution (16x16 per letter), and chinese glyphs won't fit in original (8x8) one.

Russian did fit in 8x8, and even supported letters like Ё.

7z's compression is same as Rar (sometimes even better), but 7z is absolutely free. They're both better than Zip.
