sorry for answering so late. the file you would need to mdify is the system.ltx. you have to unpack it from its archive before you an modify it. there is a .dbl unpacker that gives you access to many configuration files of the game.
i believe if you put the time_factor to around 30 it has the same speed as gta3, ie every second is a minute, then the dark nights arent overly lenghty lol ^^
time factor in xray engine is fiddly. many usable items stop working properly when you change the timescale factor. it's not they stop working completely but e.g. healing items may heal for way too much or too little.

that is one reason, of ever so many, i stopped trying to play stalker
