Will there be economic problems tied to corruption and forgery of Plan results? (like when the Plan says a factory needs to produce say 500 tons of flower, but the workers steal half the wheat needed for these 500 tons, and only produce 250 tons, but claim they produced 500 or even more) That'd be a good game challenge!

I agree. Back then, you'd go on an forum and ask for help, and everyone'd reply with advice and tips. Nowadays, you most often get sent to the tutorial section, bonus points if they give you a link to whatever tutorial you need. Now I'm not saying that all modders or modding communities are like that, but it's widespread.
I guess that with the amount of tutorials that are made and projects that are abandoned, most people just don't want to bother with newbs or 'already-covered-in-a-tutorial' questions, though personally, I couldn't understand squat of the modding wiki for Stellaris. Thank the gods there's a modding tutorial section on Steam!

But I agree with what you're saying, people indeed became too protective of content and it's hurting the modding community. I know a guy, he's remaking Star Wars Conquest - a mod for M&B Warband. He's a good modder, makes all the new assets from scratch, but he can't manage to make everything on his own, and most of the people he recruits end up flaking out on him. He can't port assets from other games because that's stealing, but even if he legally buys assets from specialized sites, he'll still need to optimize them for Warband's engine, which is still a tedious task for even a handful of people, not to mention that it'd be a huge waste of money, considering the mod itself is free. So what is he supposed to do, abandon the project? It's just sad.
Well, technically total conversions didn't go away entirely. There still are mods that turn a game into something different, or at least change the main campaign. Most Mount and Blade mods are basically this.
Why they're not as common as cosmetic mods? Because they take way more effort, and most people (especially gamers that grow up and have real life to sort out) just don't feel motivated enough to invest into it, especially if the total conversion's gonna just be uploaded on moddb or other sites for free downloading, or...
...if gaming companies block such projects. This has happened to Aperion and Battlefront 3 (technically, these weren't mods), and to at least one mod that used Skyrim's engine and assets, but was advertised as a game of its own (they even attempted to sell it, iirc).
But I'd rather see more TC mods indeed.

I think that since the mod's focus is on the Clone Wars, there won't be much GCW content. In the original SWC there was the CR-90, but it was replaced.
The CIS culture was made to replace the original Rebel culture, this was done for convenience (mainly because certain planets were controlled by certain factions in SWC. Also, the faction colours make sence this way, don't they?). And keep in mind that the mod is still pretty raw, so not everything has been converted.
Don't know about marriages and troop tree designer.
