Scratch what I wrote about with the CLEO.ASI and CLEO Folder. I tested it out again with the CLEO files and it is running fine. Add the CLEO.ASI files that came with 1.7.

Sometimes there is an issue with the game freezing during the intro leaving "Marco's Bistro, Liberty City 1984" on the screen. Removing the CLEO files helped me resolve that issue and watch the intro.

First I want to say thank you to the Vice Cry team for the hard work in really making an old favorite look a heck of a lot better. It is truly awesome what has been updated so far.

Second I am really looking 1.8 so when it is done I will definitely have a go at the entire game again with the updated stuff.

Third I wanted to throw out my two cents for getting the Steam version of Vice City to play 1.7.2 because I really wanted to play this mod and MADE my Steam version be able to run Vice Cry.

Easy way I made Vice Cry work for me: Unleash Vice City from Steam!

1. Just copy the core Grand Theft Auto Vice City folder and drop the copy into any drive.
2. Delete all CLEO related files.
3.Install Vice Cry 1.7 - 1.7.2 into separate folders.
4. Manually drop all the Vice Cry 1.7 files excluding the CLEO related ones into the copied folder of Vice City. Let ALL GTA Vice City files be overwritten by Vice Cry 1.7.
5. Patch with 1.7.1 and overwrite any conflicting files
6. Patch with 1.7.2 and overwrite any conflicting files

Steam is the root of many troubles in not being able to play the mod. Steam Slave version always had my game have half a loading bar filled before it crashed. Steam does not do well with many older games that mods can be applied to. It overwrites them with unneeded updates and breaks everything. Going in offline mode and trying to make it work is a waste of time. I know cause I tried. This mod is worth breaking Vice City out of Steam.

You can grab Shadowrun Returns PC/Mac/Linux on GOG as well as Humble Store both DRM-FREE. There is also a Android and IOS version that can be purchased through their digital stores.

Wow this is the first time I have heard that the UGC had a technical problem. I tested the living heck out of it with both SRR clients Steam shackled and DRM-Free. There isn't too much programming involved when I made this one and nothing that would affect game play of core files. I have heard the blank screen with sound happening in other UGCs.

The most common issues for UGC's having the black screen but you can hear music are due to running other UGC's that have rewritten critical files which this one does not. Besides the mapping there are only portraits, loading screen photos and a text epilogue file. I have seen the UGCs that affect game core files will make other UGCs unplayable.

Also conflict of different versions of SRR client. The UGC was uploaded a few hours after 1.2.0 went live making it a 1.2.0 version UGC. I just tested it recently with 1.2.5 which runs. Recommended play 1.2.0 version and after since the client went through some major changes.

For both issues I'd recommend a fresh install of the latest client without adding any modifications that affect the core files.
