I personally don't know for sure but it looks like a matte painting to me. For those people asking weather it's 2d or 3d it is technically photo references that are painted over each other, overlayed, and layered.

Its so nice to see some mods that don't build up any hype and come from nowhere and give the public some high quality work.
I have a custom model i made but i dont know how to export it and was wondering would it be possible if you could rig it and export it for counterstrike source, half the problem is im using maya and the majority of users are using max so there are rarely any tutorials to suffice. I will give you credit in the readme for the riggin job and exporting.
