It is a collectible card game. The $20 purchase gets you a set of 266 cards. That's many, but not all of the cards. Booster packs are also available at the website. However, matches are based on deck weight--two decks of equal weight are viable against each other, regardless of who has "better" cards.

@Carnival73--There is a single player, offline component which you can play against an AI. You can pre-order to get a full card load-out and not have to worry about buying packs.
