I have the same problem, while both Steam and all HL2 games installed on the same drive. The message appears for HL2:Update, but not for EP1 or EP2.
Edit: I re-installed Half-Life 2: Update, that fixed it for me.

To all those who might experience bugs or problems with Cry of Fear on Steam, please go over to our Cry-of-fear.com and search for a solution or report your problem!

Turn off as many effects you can through the in-game options, if that does not help you will most likely have to get some better hardware.

COF requires Half-Life on Steam.

Do not use Desura for playing Cry Of Fear.

If you don't have the shortcut for the application used for Cry Of Fear on your desktop, or have the program called "CoFLaunchApp" in your COF folder, you need to download it again, install it, and use that application to update to the latest version. If you are using Desura we STRONGLY advice you to NOT use it, as it can/will mess up COF.

Are you running the latest version of COF? If not, update it.

Get it here on ModDB, download "Cry of Fear - Version 1.0", then when you have installed it (with your legit Steam version of Half-Life) just use the COF shortcut on your desktop and update from the program that pops up.

Desura can be/is very unstable and over-all ******. Suggest you avoid using it for COF at least, it will be much easier to use and update.

You need this, Half-Life that is, to play this, the mod. Cry Of Fear. Oh, and also, you need the Steam version of it (Half-Life), if you want to play this mod (Cry Of Fear).

See how I don't mention Source before now? That's because Cry Of Fear (the mod that needs normal Half-Life... on Steam) will not work with any game that uses the Source engine.
