You do realize that they have given an estimate right? It's been buried by other comments now, since it wasn't announcement worthy i suppose as it is in no way a sure thing what with it being a free mod, designed by a group of people (who while obviously skilled in the arts of coding, modeling, and all the other things that a project of this size) are unpaid, and more likely than not, not professionals.
And with all game development, or in this case extensive Module Development, There will be many, many issues. Some of which are game-breaking, and demand repair before release, some of which are just really annoying. These can pop up suddenly and without warning at any point in development, and can stem from hundreds of sources, at least. one small mistype of code can cause the entire system to come crashing down. Because they are an unpaid group, they can only work on finding and repairing these bugs on their free time, most of which I hope they are spending on themselves. This means that they take far longer to address these issues that an actual game company, and have far less resources to do so, meaning sometimes they can't.
Why did I say this? Because of the previously stated reasons They have absolutely no idea when the mod will be actually "ready" for release. So they have 2 choices. 1: they announce an approximation of when it will be released which in turn can lead to 3 options. 1:1 it releases on time, bug free and working. This is rare among even professional games and rarer for mods. 1:2 They release the mod in an unfinished and buggy state. You see this in some professional works, like total war: Rome for a rather infamous example. The team seems to have to much pride in their Free work to do this. 1:3 They don't release the mod on time, saying unexpected issues arose. This is unpleasant for everyone, as the Consumer such as you or I get disappointed at our hopes being let down. Some Consumer's than complain about the Team never releasing on time.
They also have another option, their preferred option and the one you are complaining about. 2: Don't announce a release until you actually are releasing. This way no one gets their hopes up, and the team don't feel pressured to do a legitimately difficult task for free, a pressure which far increases the likelihood of just quitting. they are after all under no obligation to finish the project, or to distribute it out if they do.
I personally Like that they take their time to iron out any bugs they can, while being respectful enough of us (who provide them with no return to their service in creating this module other than our thanks) to not give us false approximations over and over again.
You have two choices now either 1: wait the two weeks that they said it may take, Which is still a very lose estimate, which is why they used a comment instead of an announcement. OR 2: If you've truly had enough you can make you're own mod instead.
Also no they don't make the mod for the community they make it for themselves and we just happen to benefit.
