Try moving the entire game folder (and launcher) to your desktop. You shouldn't even need to run as administrator (which probably wouldn't help anyways). More recently, large parts of the C drive deny access to applications, so the solution is usually to move it to the desktop. (Yeah, I know the desktop is in the C drive, technically. But just trust me :) I'm a fairly experienced programmer myself )
