I think it's fake, because there is only one website talking about it, there is not any other news about it. I spoke a friend up in Japan he said he doesn't know anything about that. Let's just wait and see if it is true.
Omgaijin is a satire website it even says so on the website itself if you hover over the tab. so yes it's fake.
If this news is real, then this will be the spark of world war 3
Welp let see how the Japanese evolve after a third nuclear strike. I fear we may create a monster but let it be recorded in the history books that those Japs pushed us this far AND BY GOD WILL I SHALL HAVE MY ANIME!

More immigration is literally the exact opposite of what the Japanese government wants right now. Of course this is a joke.
Also this would not stop anyone from illegally distributing it outside of the country.
