That's Koakuma from Touhou, a Japanese bullet hell game series. The games take place in a fictional land called Gensokyo. Where did you get "Romanian anime" from?
well,the artist sayed that this art was inspired a bit of romanians :P
I assume you mean inspired by romanians, although I don't think many romanians inspired vampires.
