"weld modifier" was the final piece missing from the puzzle.
Editor can sculpt generated terrain, and unload / reload and changes are persistent can also pin objects to tiles / edit them to stream in and out with that section of tile.
I am setting a goal of releasing the Game now "Wrectified" by the end of next month and selling the editor as well.
