What if Frozen State had a first person camera. My small experiment in Unity5. Everything on the screen is the assets from the current game put together in about half an hour
As long as it is only a camera option and not a shift in genre.
That would make me sad...
Neither, it was a quick experiment with unity 5) I had an urge to try its new shaders and lighting system
Switching to a first person perspective would make us to rework of all the assets and certain parts of the game logic. Besides, in my opinion the current format of the levels doesn't really feet to the first person camera.
It does look good.
From a horror-perspective it'd improve things a lot. But from a gameplay perspective I'd stay stick with the top-down camera because you've already made everything for it and it fits the style better.
But when it comes to horror, I'm a bit biased toward First-Person. I personally don't think anything else is scary, period.
I prefer first person, just my 2 cents.

There was first person view in 7.62 game too
perhaps, someday a different, more story driven game in the same FS universe;))
As long there is no difficulty or gameplay difference by its point of view, it will be fine. But remember, first person view doesn't seems not the main focus of the game :)
