Frozen state is a game about adversities of existence and surviving in the dilapidated, Siberian city Duga 40. The city, where an extraterrestrial parasite has obliterated the population, causing infected people to become vicious alien hybrids.

Neither, it was a quick experiment with unity 5) I had an urge to try its new shaders and lighting system

Switching to a first person perspective would make us to rework of all the assets and certain parts of the game logic. Besides, in my opinion the current format of the levels doesn't really feet to the first person camera.

From a horror-perspective it'd improve things a lot. But from a gameplay perspective I'd stay stick with the top-down camera because you've already made everything for it and it fits the style better.

But when it comes to horror, I'm a bit biased toward First-Person. I personally don't think anything else is scary, period.

Well it looks fantastic! But only as some "cinematic camera" mode
There was first person view in 7.62 game too

As long there is no difficulty or gameplay difference by its point of view, it will be fine. But remember, first person view doesn't seems not the main focus of the game :)
