Seriously though looking at the underneath of that station it makes me wonder why that open area of hexagonal squares aren't used for construction plots as well, it almost seems like a 'waste of space' lmao sorry couldn't resist, but yeah ever thought of utilizing that sort of method of construction?
These are realism arguments. Yes, there's no up or down in space and yes, you could use the space better if you'd also build on the bottom sides, but if you are making a game you need to consider different things. For instance, can the player quickly see what components he has added to the station? If the player has to rotate around and look at the station from all angles to figure that out, that's get annoying very quickly.
Also, humans are used to look at things from the top down, just think of tables, maps etc. For the most part, you will play the game looking from the top down - we don't force you, but that's just what comes naturally. So it makes sense to add these station districts to the top part, especially because there's enough room for 36 of them, fully extended.
It's a bit different for the other stations, which tend to have fewer modules.
Also, for the tutret station, you actually can add turrets to the bottom side.
