I just released a customizable version of the launcher I use in my Raycasting Game Maker games (immuNAZItion and Candy War). This launcher allows players to choose the "resolution" of the game (fullscreen, windowed, fullscreen borders) and if they want to play in godmode.
This launcher is now easy to customize for creators. You can change, Logo, Settings button, text buttons and add infos in a file.
This launcher is free.
It was made un VB.net, so it require Dotnet Framework 3.5 or sup.
