1- Perk UI is live.
To check your Perks, go to Map UI and press F on keyboard or RT on controller to open inventory. Then use Arrow Keys on keyboard or D-Pad on controller to select the Perk button and hit Enter on keyboard or A on controller.
2- Today's perk is Fast Pick. 
It automatically teleports surrounding lunar coins to user's bank vault. It is designed to lower mercenary death rate due to distraction by money.
3- Fask pick Tutorial added, try Tutorial once more for SOT's ad show!
