BOH allows everybody to translate it. A translation consists simply of an ISO 8859-1 text file (which means that languages that require characters out of the Latin-1 alphabet aren't supported), officially called phrasebook. All the technical details are explained in the developer's manual (but a good knowledge of the game is necessary, so it's highly recommended to read also the user's manual and to play the demo).
