None of the members in team are able to manage another Thread

Hello!, I was wondering what I could do in my current situation, I created a developer group/company for a mod but nobody in the team is able to manage the permissions of others which has led us to have trouble giving our newer members access to the page, right now we haven't found a way to give someone the ability to manage anyone so I was wondering what I could do in this situation?

If your group leader left the group and no one had any access rights, then yes, it would be impossible. (That leader would have to be reinstated first.) But your group page states that at least four members of your team possess all permissions so they should be able to change other members' management rights even if they are of the same tier position-wise (Members not Leaders).
