How do i report a player if they stole a mod without my permission? Thread

i want to know because BasedEymane stole one of my mods on gamebanana , Gamebanana.com

I read through and saw your project was listed as a creative commons from gamebanana but you switched it.
creative commons still applies for whoever got it before you switched it and placed it onto their mods, however, no one else can use it without your permisson now after you switched it besides the mods/non-commerical content that already used it.

he once edited my mod to be nsfw. and i made my mod by using a photo of my face.
