Cannot upload file for mod Thread

I'm currently trying to upload my first mod on here, and I'm stuck at uploading a (zip)file. I've tried to upload it directly from my computer, but also from a dropbox link (https://www.dropbox.com/s/44y87vx1ad9kgqc/FoN 0.3.zip?dl=0/1). I've also tried to upload just a small .doc file, but nothing will upload.

It's less than 400 mb, so it shouldn't be a problem. I'm not sure what's wrong, so can anyone help me?

-Make sure that cookies(very important) and java scripts are enabled. But most important thing is enable "release file immediately", from dropping menu.
Use "release file immediately", in menu, you are the boss of your uploads...man. Carefully look on that upload page and stick that release file immediately, Garrett.
-interesting thing all about this is why you hell want to upload .doc file 400 MB in size hire. He are gamers !?, we need games man.

Thank you for the help To be clear I tried to upload a 1 kb .doc file just to test. My actual intended file was just under 400 mb.
