What games do you believe have great mod browsing and installing UI? We are currently working on this for Mod.io - and keen to hear what people like, to use as inspiration.

Games that have mod browsing and installing UI? Well, not sure if anything like that even exists, as most games use the web-based Steam workshop window and the few Bethesda games use their own custom Creation Club browser. There are at least dozens of mod managers and mod activation/deactivation menus though.

Examples of mod activation/deactivation menus:

Age of Empires II HD

Civilization V (in-game)

Stellaris

Fallout 4 Load Order (and mod activation/deactivation menu)

Total War Warhammer II Launcher

Examples of mod browsing and installing UI:

Civilization V (Steam Workshop browser almost all games use)

Fallout 4 Creation Club (very simplistic yet modern)

So mod browsing/installing UI is rather extremely rare, most games use Steam Workshop webpage (Steam overlay or open it in a new tab in the default browser) to download and install mods and they only use their own in-game mod activation and deactivation menu. (IIRC.)

Really basic UI's and most of them are lists and not visual at all - with a browser overlay doing the work. Interesting to see!

Paid addons browser of Creation Club seems even more simplified, "primitive" than that regular mod browser:

And Skyrim mod browser looks exactly like the Fallout 4 one:

Oh, forgot to screencap page changes after the mod in question was installed:

(Favorite/Download is replaced with Favorite/Disable/Delete/Rate.)

Well, almost all of those mod activation/browsing UIs are rather overly simplistic and straightforward, and it's very hard to find anything using the Bethesda's mod browser. Only Steam Workshop and AoE II HD mod menu have actually some sort of nice labels or filters or tags to go with them and make it easier to sift through and check out mods.
