Prepackaged is Windows version. To play on another of supported platforms, (Linux, IoS, Android; Mac not fully supported because Apple dropped support of .gif format) you need to check installation guide.

I don't see the OpenXcomExPlus39.exe anywhere.
Run "OpenXcomEx.exe" to play. The Plus39 part was used in much older versions, author missed to update that bit in readme.
