I think you should pitch it to Bullet as a way to improve ground battles.
So you guys want to make ground battles more like space battles where bases have hardpoints and reinforcement points cover a huge area, right. Well this could be a mobile command post and when it deploys you can bring in more troops in whichever area you want.

It isn't exactly designed to move.
I thought of this as a replacement rather than a new structure.
Something like surrounding it would be tents, or a landed corvette ala Rebels, and whatnot.
A good base to build upon as you upgrade your structure.
